IOS26 has made icon management impossible

ios 26 has really messed things up on my ipad

Last week the usb c port on my ipad died and so one of the things I tried before sending it off to be repaired was to update the ios.... now I have my ipad working again I now find that home screen management on ios 26.2 is useless - moving an app icon is a nightmare - the apps vanish while you are moving them, they frequently just ping back to where they started and the whole process is glitchy and unpleasant. I tried a bunch of motion/accessibility changes that might help but none of those work... this is apparently just a "feature" of the new os.

You can kind of get it working if you use two hands when moving an icon, one stays tapped on the screen and the other moved the icon but it is far from a perfect workaround.. with over 600 AUv3 apps installed I hope I don't need to do any bulk movement.
